It is dynamic block so if you paste it on your website it will be blank as you need to set up the content first. For that you can use ACF pro Repeater field (or Metabox):
- Create Repeater field via ACF with image, subtitle, title and some text element
- Go to Oxygen editor and paste the block
- Query the dynamic data from your ACF repeater field
- Check the block settings (codeblock) to see what you can do with that (CSS part)
